Kurt Wallander har genomfört sitt livs dröm. Han har köpt sig ett hus vid havet och tar långa promenader på stranden med sin nye, trogne följeslagare, labradorhunden Jussi. Kurt känner sig mer harmonisk och tillfreds med tillvaron än på länge. Något han tycker att han är väl värd. Plötsligt bryts lugnet i det sommaridylliska Ystad av en kraftig explosion och som släcker ner hela staden. Det är Ystads enda transformatorstation som sprängts i luften. Sprängningen följs av flera dåd. Militären kallas in och undantagstillstånd utlyses i den lilla staden, som börjar likna vad som bäst kan beskrivas som en krigszon. Wallander och hans kollegor står handfallna. Är det sabotage eller en terroristattack? Vad vill dom? Vad kommer ske härnäst? I det allmänna kaoset och med media i hälarna famlar Wallander både bokstavligt och bildligt i mörkret efter terrorister eller gärningsmän. Ska Wallander och hans medarbetare lyckas?
