1913 hade Victor Sjöströms långfilm "Ingeborg Holm" premiär, en film som innebar flera triumfer för filmkonsten. Skildringen av änkan som faller på samhällsstegen när maken insjuknar och dör, och som förlorar förståndet när hon blir fråntagen sina barn, var den första svenska film som ledde till en verklig samhällsdebatt. Dagens Nyheter ägnade dagen efter premiären sin förstasida åt "Fattigvårdskritik på biografen – ett tendensskådespel på Reginateatern. Har fattigvårdsnämnden eller regissören att svara?" Sedan följde en hätsk diskussion om huruvida Sjöströms film var en osaklig sensationsfilm eller en realistisk rapport från verkligheten. Men 1918 ändrades fattigvårdslagen i Sverige. och många ansåg att det var till följd av Ingeborg Holm-debatten. Filmen är i så fall den första filmen i Sverige, och möjligen den första i världen, som åstadkommit faktiska samhällsförändringar.
