När den svenske underrättelseofficeren Carl Hamilton infiltrerar en internationell liga som stulit avancerade svenska GPS-styrda raketvapen utsätts de för en dödlig attack av en grupp legosoldater med okänd uppdragsgivare. Hamilton undkommer massakern, men raketerna är försvunna. De stulna vapnen dyker senare upp i samband med ett terroristattentat där en somalisk fredspolitiker dödas. Samtidigt kidnappas en svensk vapentekniker. Sveriges statsminister engagerar sig i fallet och går med på att anlita ett privat säkerhetsbolag för en fritagning - under förutsättning att en svensk observatör följer med - Carl Hamilton.
